Registration for New Oregon Taxes

If you are like most Oregon businesses, you are struggling with implementing the new payroll tax withholding related to the new Metro Supportive Housing Services (SHS) and/or Portland Preschool for All (PFA) taxes. We wanted to provide you with some additional information on how the registration process works. For your reference, our original email from October is also included below. 
 
In order to process withholding taxes for the new Metro Supportive Housing Services (SHS) and/or Portland Preschool for All (PFA) taxes, you will need to register through the City of Portland website and request ID numbers for each program. 
 
1. Registration is completed through the City of Portland website. If you are already registered with the City of Portland, simply login to your existing account and request ID numbers for each program. If you are not already registered, you will need to create an account via the following website -  https://www.portland.gov/revenue/register-tax-account. Once registered you are not only able to request the ID numbers for these programs, but you are now able to pay your City of Portland taxes online. For the registration process, you will need your Federal EIN or City of Portland account number beginning with BZT followed by 10 digits.
2. The new account numbers do not appear instantly on the website but should be available if you log in the next day. The City of Portland will also mail you confirmation letters with the account numbers within the week.
3. Be sure to provide the account numbers for SHS and PFA to your payroll provider as soon as possible.
4. Closely review the first few payroll runs for accuracy. Note that withholding should kick in immediately if the employee is expected to exceed the threshold at some point in the year. You will also want to confirm if you are responsible for remitting the taxes or if this is being handled automatically by your payroll provider.
